Response to immediate threat

1.   City of Monterey. Recap of current measures within the City. City Council meets on 4/28 to review quarterly financial report; reduced revenue due to less sales taxes and TOT; vaccination clinics still up and running (airport, Pacific Grove & Carmel); effort to reach out hospitality workers and isolated seniors.

2.   General Conversation: Gabe Ruiz, Central Coast Community Energy (3CE). Energy programs overview, including ag electrification grant program, electrification education grant program and electrify your ride (links below)

3.   Hospitality & Tourism. Report on “Right to Recall” ordinance that covers large hotels and restaurants in unincorporated areas of Monterey County; vote expected at the Board of Supervisors meeting on May 4, 2021.

4.   Retail. Solid business on weekends; new tenants opening up on Cannery Row.

5.   State of California. Sacramento Report. Assembly Bill 80 for State PPP loan forgiveness now at Governor’s desk; Governor recall qualified; June 15 remains target for significant re-opening.

6.   Community Foundation for Monterey County. Community Health Workers program: 10 organizations, 125 workers, outreach to 23,000 residents in the County; getting close to 60% of County residents vaccinated; some of the balance will need access and education;  vaccinations: the US is outpacing the rest of the world.

7.   Financial, SBA, Loans & Grants. Restaurant Revitalization Fund announced today ($28.6B); registration opens on 4/30 and applications accepted on 5/3; Shuttered Venue Operators grant portal opens on 4/28; Cal Coastal SBDC for advice as applications instructions are complex. (links below)

8.   Transportation.  SURF! Bus Transit Project review (link below)

9.    Construction.  Seal coat road project in Carmel Valley in June; ramp in Hwy 1 Salinas (Laurel) finally starting; Hwy 1 South of Big Sur is re-opened.

SBA Administrator Guzman Announces Application Opening for $28.6 Billion Restaurant Revitalization Fund


  • Registering for an account in advance at restaurants.sba.gov starting Friday, April 30, 2021, at 9 a.m. EDT.
  • Reviewing the official guidance, including program guide, frequently asked questions, and application sample.
  • Preparing the required documentation.
  • Working with a point-of-sale vendor or visiting restaurants.sba.gov to submit an application when the application portal opens. [Note: If an applicant is working with a point-of-sale vendor, they do not need to register beforehand on the site.]
  • Attending a live recorded virtual training webinar.
The Independent Restaurant Coalition (IRC) has provided an FAQ for additional assistance.
