The City of Seaside Reports on Its Economic Development and Housing Progress
The City of Seaside has a population in 2022 estimated at about 32,000, which makes it the second largest of the twelve incorporated cities in Monterey County. At their May 4 meeting, the City’s Community and Economic Development Department will present its "General Plan Annual Progress Report for 2022" to the Seaside City Council. (See Item 9.)
How is the City of Seaside doing with its economic development and new housing plans? Not bad, especially compared to other Monterey Peninsula cities. The city anticipates construction of mixed-use development for the Ascent on Broadway Project, Parker Flats Apartments Project, and the much larger Campus Town development adjacent to the CSUMB campus. It has been a leader on investigating best practices and encouraging construction of Accessory Dwelling Units (ADUs). At the Bayonet Blackhorse Golf Course, construction of houses is happening at the The Enclave Project and construction of timeshare villas is planned for the Seaside Resort Development. A Grand Hyatt hotel is also planned for construction at the Bayonet Blackhorse Golf Course.
Water is a complex issue within the City of Seaside borders. The city obtains water from three entities: California American Water Company (Cal Am) within the Monterey Peninsula Water Management District, the Marina Coast Water District, and the Seaside Municipal Water System. A few businesses also use their own wells in the Seaside Groundwater Basin. A court-appointed agency called the Seaside Groundwater Basin Watermaster administers water extraction in the basin. The Seaside Groundwater Basin is also a place where water is injected and extracted for the Pure Water Monterey/Groundwater Replenishment Project and the Aquifer Storage and Recovery (ASR) Project. The city paid a capacity charge in 2022 to the Marina Coast Water District to secure 407 acre feet of recycled water from the water district's Regional Urban Water Augmentation Program (RUWAP) for the Bayonet Blackhorse Golf Course and worked to resolve lingering issues regarding water for the Ascent on Broadway Project.
