Cities Now Releasing Housing Progress Reports for 2024—How Are They Doing?

At this time each year, California cities and counties provide the public with annual reports showing the status and progress of new housing units within their boundaries. State law requires submission of these reports to the California Governor’s Office of Land Use and Climate Innovation (formerly the Office of Planning and Research) and the California Department of Housing and Community Development (HCD).  

Although these annual reports provide data based on permits—rather than on completion of construction or on actual occupancy—they are the best tool available to track local governments and make them accountable for facilitating development of new housing to meet the needs of their residents. For their current 6th Cycle Housing Element (2023-2031), the cities of Monterey, Pacific Grove, Salinas, and Seaside have released their reports through the end of the first full year (2024). The tables below show the number and types of housing units permitted and compares those numbers to the Regional Housing Needs Allocation (RHNA) set for each city.
