Monterey City Council Considers Business Improvement Assessments 

• The Monterey City Council is scheduled today (May 20, 2025) to consider annual assessments to fund operations of three Business Improvement Districts (BIDs): Cannery Row, New Monterey (the Lighthouse District), and North Fremont. Go to Item 19 of the meeting agenda for the staff report and additional information about these BIDs and their annual assessments
• BIDs are typically governed by boards of directors or advisory committees predominantly made up of owners or representatives of businesses within the jurisdiction of the district. The California Parking and Business Improvement Area Law of 1989 and the California Business Improvement District Law of 1994 authorize the formation of Business Improvement Districts and allow assessments of fees to pay for improvements and activities that supplement existing municipal programs and projects
• Monterey Downtown Promotion District (Old Monterey Business Association) and Monterey Fisherman’s Wharf Promotion District (Fisherman's Wharf Association) are two other business improvement districts in the City of Monterey funded by assessment fees

Finding More Revenue for Infrastructure in the City of Monterey

• The Monterey City Council is also scheduled today (May 20, 2025) to discuss possible “financing options” to raise additional revenue to pay for infrastructure. Go to Item 25 of the meeting agenda for more information. Proposed infrastructure projects include a new public safety center, a new library, and new fire stations. The City of Monterey is likely to pay for these projects by borrowing money from the sale of municipal bonds to investors. The City would pay back the principal to bond investors over time, with interest, using tax revenue
• Approved by voters in the March 2020 election as Measure G, the City of Monterey one percent sales tax (one cent per dollar) for general fund expenditures will expire in 2029, so voters would need to renew it in the 2026 or 2028 elections to avoid a break in revenue collection
• Approved by voters in the November 2018 election as Measure S (a successor to Measure P), the City of Monterey 0.5% sales tax (a half cent tax per dollar) for street, sidewalk, and sewer improvements will expire in 2027. Voters would need to renew it in the 2026 elections in order to avoid a break in revenue collection

• Alaska Airlines is celebrating a new global connection between the Pacific Northwest and Japan with flights between our hometown hub in Seattle and Tokyo Narita, operated by Hawaiian Airlines’ long-haul aircraft. The new service marks the start of daily nonstops between the two dynamic cities
• With this new flight, Monterey County residents can fly to Tokyo from MRY via Seattle rather than driving to SFO
• Alaska is planning for at least 12 international destinations with long-haul aircraft from Seattle by 2030
