Ongoing Construction Adjacent to Highway 1 in Marina and Seaside
What’s all that construction happening on former Fort Ord land adjacent to Highway 1 in Marina and Seaside? Your Chamber tracks and supports such projects. Here are seven that are visibly happening now:
The Dunes Phase 1A Hotels. Shea Homes/Marina Community Partners demolished the barracks at this location in 2020. In 2022, the Marina City Council approved an agreement with Dudwal Management Group to build up to three hotels in phases at the location. Site work was performed in 2023 and now more extensive work is underway.
City of Marina Arts Village. Earlier this year, the Marina City Council voted for an arrangement in which Shea Homes/Marina Community Partners would demolish two of five segments of the 60,000 square foot warehouse and fix the roof, walls, and doors of the remaining portion for potential future use with arts-related space as a "Marina Arts Village." The City of Marina and Shea Homes are splitting the cost of this work.
Monterey-Salinas Transit (MST) 5th Street Station. This will be the northern terminus of the SURF! Busway and Bus Rapid Transit Project, a dedicated bus lane between Marina and Sand City/Seaside that will be built on the west side of Highway 1 for commuter buses. Groundbreaking was on June 28, 2025.
Housing. Following the demolition of barracks and other former Fort Ord facilities, Shea Homes/Marina Community Partners has been building housing at Promenade at the Dunes, The Dunes on Monterey Bay Phase 2 West, and The Dunes on Monterey Bay Phase 3 North.
Mercedes-Benz Automobile Dealership. Earlier this year, the Marina City Council voted for an arrangement for construction and sales tax revenue sharing for the Unstoppable Automotive Group to build a new Mercedes-Benz dealership that replaces a dealership in the City of Monterey. This is on land acquired from Shea Homes/Marina Community Partners.
Campus Town. In 2020, the Seaside City Council approved the large mixed-use Campus Town development proposed by KB Bakewell. On April 11, 2025, a groundbreaking ceremony was held. Grading and other work is now being done for the first phase of the project.
Fort Ord Dunes State Park Campground. In 2017, the California Coastal Commission approved a campground to be operated by California State Parks on former Fort Ord property west of Highway 1 between the cities of Marina and Sand City/Seaside. Fort Ord Dunes State Park was opened to the public in 2009.
Note that additional construction is possible in the next few years along this stretch of Highway 1, including the Marina Coast Water District demolition of the Main Garrison Wastewater Treatment Plant (a possible future site of a small desalination plant), a possible building on a narrow strip of land owned by the Transportation Agency for Monterey County (TAMC) between the Marina Arts Village and Highway 1 (where a warehouse was recently demolished), a large desalination plant owned by California American Water Company (Cal Am) near the closed CEMEX plant, and the Marina Station development just north of the developed city limits of the City of Marina.
