Update on Progress Toward New Housing in Our Region
Government Affairs goals for your Chamber include "Housing Affordability for Local Workforce - A Balanced Choice of Options." This puts the Chamber in alignment with the State of California, which includes several declarative statements in state law about the importance of increasing housing supply:
- The availability of housing is of vital statewide importance, and the early attainment of decent housing and a suitable living environment for every Californian, including farmworkers, is a priority of the highest order.
- The early attainment of this goal requires the cooperative participation of government and the private sector in an effort to expand housing opportunities and accommodate the housing needs of Californians of all economic levels.
- The provision of housing affordable to low- and moderate-income households requires the cooperation of all levels of government.
- Local and state governments have a responsibility to use the powers vested in them to facilitate the improvement and development of housing to make adequate provision for the housing needs of all economic segments of the community.
For these reasons, the state requires all cities and counties to adopt on occasion a new Housing Element in their General Plan. This plan is supposed to facilitate construction of enough new housing units to meet the needs of residents at various income levels. Regional Housing Needs Allocations (RHNA) are goals set for the number of newly permitted housing units for those income levels. Each year, all cities and counties have to file a report to the state on how they are progressing toward their RHNA goals.
