The U.S. Department of Veterans Affairs (VA), in accordance with 38 U.S.C. Sec 8161, et seq., hereby provides notice of a public hearing to present VA’s proposal and receive views on an Enhanced-Use Lease (EUL) project to renovate an existing building on approximately five acres at the former VA Monterey Community Based Outpatient Clinic in Seaside, California; in order to provide supportive housing for Veterans or their families on a priority placement basis. IDENTIFICATION OF PROPERTY TO BE LEASED The Major General William H. Gourley VA-DoD Outpatient Clinic is located at 3401 Engineer Lane, Seaside, CA 93955. The campus consists of approximately five acres of land. VA is proposing to lease approximately all five acres of property. • DESCRIPTION OF THE PROPOSED USE OF THE PROPERTY The proposed use for the VA property will be to renovate an existing building on approximately five acres of land to provide supportive housing for Veterans on a priority placement basis. • DESCRIPTION OF THE PROPOSED LEASE Using VA’s Enhanced-Use Leasing authority under 38 U.S.C. §§ 8161-8169, VA plans to lease the site to a selected Lessee for a term of up-to-75 years. The lessee will be required to finance, design, develop, construct, equip, furnish, operate and maintain the supportive housing for Veterans at no cost to VA, and in accordance with applicable Federal, State and local requirements. The EUL will put in to use approximately 5 acres of currently vacant to provide VA supportive housing units for veterans or their families that are at risk of homelessness or are homeless in furtherance of one of the Secretary’s priorities. The provision of supportive housing through this proposed EUL would result in cost-effective use of VA capital assets to house veterans and their families in close proximity to on-site supportive services and case management; medical care resources, and employment opportunities. The EUL would result in a demonstrable improvement of services to eligible veterans in the geographic service-delivery area within which the property is located. At the end of the EUL term, the underlying leasehold interest in all related improvements will revert to VA.
